“SEE” is the abbreviation for English words “SOCIETY, ENTREPRENEUR & ECOLOGY”, meaning that entrepreneurs must undertake necessary social responsibility, and exhibit their consciousness and ability of responsibility. Meanwhile, “SEE” means “to perceive with the eye” in English, therefore , “SEE” stands for a profound insight, a broad view, a vast visual field, and a farsighted expectation, which are especially easy to remember and popularize.
Alxa SEE Ecological Association (hereinafter referred to as “SEE”) is the first organization initiated and established by approximately 80 entrepreneurs committed to ecological environmental protection in China. The 80 enterprises are very typical in capital scale, industry distribution and area distribution. The association is a nongovernmental organization adopting a membership system and nonprofit principle.
Ⅰ. Tenet
Improve and restore the ecological environment in Inner Mongolia, and reduce or prevent sandstorms；
Meanwhile, urge Chinese entrepreneurs to take on more ecological responsibility and social responsibility.
Ⅱ. Why began from Alxa
Located in the west of Inner Mongolia, Alxa is the largest source area for sandstorms in China. Of all the 9 sandstorms affecting North China in 2000, 8 came from Alxa；
There are three major deserts in Alxa, viz., Badain Jaran Desert, Ulanbuh Desert and Tengger Desert, which tend to extend and combine together. Ecological disasters present themselves as an irreversible trend.
With a total area of 270000 km2 and a population of 196300, Alxa suffers from increasingly serious ecological deterioration that exacerbates the poverty of local herdsmen, some of whom have become ecological refugees.
Ⅲ. Strategic goal
Develop the organization into a most influential environmental protection organization in China or even Asia-Pacific region in 5—7 years.
Ⅳ. Characteristic pursuits
Prevent sandstorms from occurring by implementing key ecological projects.
Search for dialectic control ways and means to improve both ecological environment and living standard of local farmers and herdsmen, and seek for a harmonious integration of ecological benefit, social benefit and economic benefit；
Explore the replication ecological projects, furthest mobilize local farmers and herdsmen—— the main body of environmental protection, and promote the sustainable development of environmental protection；
Mobilize all member enterprises to explore their potential resources, and achieve an organic combination of operation mode of enterprises and ecological protection projects；
Explore ecological protection ways with Chinese characteristics, shape a unique SEE control mode, and thus influence Chinese government’s decision-making and investment orientation of international organizations；
Besides environment control, foster the ability of entrepreneurs to participate in public affairs in an open, transparent and democratic manner, and urge Chinese entrepreneur stratum to shoulder more ecological and social responsibility.
Ⅴ. Organization
Executive Council is the decision-making organization of SEE. It is composed of 15 Executive Council members who are responsible for making decision on investment and important matters of SEE projects. Secretariat is the executive organization of SEE. It comprises three parts, viz., Project Department, Department of Resource Development, and Administration Department；
SEE sets up an Expert Advisory Committee comprising 15 famous experts on environmental protection, law, sociology, finance and planning from home and abroad who will devote substantial energy to this cause.
Ⅵ. Project under development (from Aug. 2004 to Jun. 2005)
“Promoting the viability of ecological immigrants in Alxa” — a project revolves around the concept of “sands retreat as human beings retreat with development diversion strategy” aiming to build 100 vegetable greenhouses and move local herdsmen from the deserts to farmlands. This project has a budget of RMB￥1.397 million with a project period from Aug. to Dec. 2004；
“Protection of Natural Haloxylon Ammodendro and Energy Substitution” — a project aims to reduce the number of natural haloxylon ammodendron felled by herdsmen, by using wind power and solar energy as substitutes, and thus protect the vegetation of deserts. This project has a budget of RMB￥275700 with a project period from Aug. to Jun. 2005；
Capital raising for projects and popularization of experimental projects through the successful operation of experimental projects.
To start up the cooperative project with Italian government, who plans to contribute 10 million Euros to the control of source areas of sandstorms affecting Beijing. A considerable portion of this fund will be subject to disposal by SEE.
To start up the project of “Comprehensive Survey on Alxa Area”, through which SEE is able to have a comprehensive knowledge on ecology, society and economy in Alxa area, and develop effective overall strategies and development plans for local ecological protection.
