Process of Haloxylon Woods Protection & Energy Substitute Project |

On August 12, the Executive Council approved “Haloxylon Woods Protection & Energy Substitute Project”, which had been implemented since the mid of August.
The purposes of the project are to promote the utilization of solar energy, wind energy, and energy-saving cooker range, reduce firewood consumption of natural Haloxylon woods, realize energy substitute and protect the ecological system. The center of the project is to activate the enthusiasm of herdsmen, update their ideas and bind the ecological protection with the improvement of living standard.
In mid September, the Association signed a project contract with local government and invested project capitals of more than 270,000 Yuan into the project operation. At the meantime, the Association, according to requirements by the community organization, set up a Community Management Committee which had approved local “Code for Protection of Haloxylon Woods Community” on the basis of democratic election and democratic proceedings, and formed foundation for regulations of self-management of Haloxylon woods by residents.
From October 1 to 7, the Association organized more than 10 herdsmen to visit advanced ecological protection district in Guizhou for training, where local community administration mode was learned, and consciousness of self selection, self protection and self management was established for the herdsmen. The herdsmen were heavily shocked during the training, when they witnessed how well other peasants had organized and self-managed. Many herdsmen changed their preliminary idea of “obtain the money first” to regarding the project closely related to their personal benefits, and began to learn earnestly.
Since the mid October, the project has entered the pilot installation stage of solar energy cooker range and energy-saving cooker range, and pilot implementation of complementary power generation with wind energy and solar energy has also been started.
In the coming stage, the Association will gradually promote the energy substitute project on the basis of pilot implementation.
