　　On August 25, 2004, the Project Office of the Association organized a Villager Meeting in Zhaosutaolegai Village, Jilantai Town, Alxa, during which, 12 herdsmen were elected as the principal representatives of the project, who would exert their rights & obligations of self-selection, self-implementation and self-management.
