On the world environmental protection day, one hundred Chinese entrepreneurs issued the declaration together to provide funds and establish the public service foundation of environmental protection and manage the sandstorm hand in hand.
It is still the first time in China's history that hundred Chinese entrepreneurs set up public service fund with the goal of environmental protection, and principle of equal, transparent, open, and democratic.
June 5 is the world environmental protection day. On this day, nearly one hundred Chinese entrepreneurs got together in Alxa desert of Inner Mongol, which is the important sandstorm source, and publish "Alxa declaration" together, and provide funds and establish "Alxa SEE ecological association", to make a comprehensive administration of Alxa desert and prevent the expanding of sandstorm, and recover ecological homeland of mankind progressively.
As the promoters of "Alxa SEE ecological association", About 100 entrepreneurs planed to take 100,000 Yuan each person for every year, with 10 years by a definite date, to make up a public service foundation. This activity not only meant the appearance of the first true non-governmental public service organization, but also indicated Alxa SEE ecological foundation which is the first public service fund responsible for society and with entrepreneur as the main body had already entered into the stage of preparation.
Analyses from the list, most of the promoters are famous and representative enterprises of every professional field, and private enterprises and high-tech enterprises make up the majority of it. The development history of world enterprise shows that with the accumulation of wealth the entrepreneurs will voluntarily pursue the harmony of economic benefits, ecological benefits and social benefit, and the organic integration of humanitarianism and market efficiency. This united activity reflects that the social role of Chinese entrepreneur's become rational and mature.
It is reported there are more than 1000 existing foundations in China which are of charitable but not public service and they are the extension of the government organs. The reform and opening-up has pasted 20 years, but the foundation initiated by entrepreneurs used for social public service has still been blank in China. This time the Chinese entrepreneurs united to bear ecological responsibility and environmental responsibility voluntarily for the purpose of social public service will be a great event in China's history.
The first preparation conference was held on February 14, 2004, and there were 11 promoters including Shi Yuzhu the president of Giant investment Co., Ltd., Ren Jinxi the president of South Ocean Education, Liu Jing the CEO of Zhongmin Group, Liu Xiaoguang the general manager of Beijing Capital Group, Song Jun the president of Beijing Jiuhan Tiancheng Co., Ltd., Zhang Shuxin the president of Genesis Capital Co., Ltd, Li Jun the general secretary of Chinese entrepreneur's forum, Lin RongQiang the president of Tsing Hua Tong Fang environmental Co., Ltd., Zhao Min the president of New Huaxin Management Consulting Co., Ltd., Jiao Jialiang the president of Yunnan Panlong Yunhai medicine Limited Company Group, and Mu Jun the president of Hong Kong Jialilai Co., Ltd.
The investigation results of the experts of China Academy of Sciences show that there are three routes for the sandstorm system of the west China, and among them the northwest and northern route pass through Alxa desert, and bring more and more serious sandstorm weather to Beijing. Alxa has become the greatest source of sandstorm of China.
The materials show that a sandstorm on April 15, 1998 passed through Gansu, Shanxi, Nanjing, Shanghai, and passed over S. Korea, Japan, and flew over the Pacific Ocean, and reached California on the west coast of U.S.A. The expert predicts that if the ecological environment continues worsening without limitation, Beijing will be covered by sand 100 years later.
So, the cooperation this time of Chinese entrepreneurs aims to manage the ecological reparation of the area of sandstorm, and it takes the administration of Alxa desert in the Inner Mongol as the starting point, and begins to establish environmental protection project in other area of China sandstorm source progressively.
The director of the association preparatory group said during the initiation of the action the motive and persistence were suspected. The promoters reached common understanding about the loftiness and purity of the public service: The operation of the fund must be transparent and reliant, and it accepts any kind of supervision by the contributors and public at any time.
The west has accumulated abundant experience of public service foundation management. Establish The Alxa SEE ecological foundation planned to consult the operation mode of U.S.A. national geographical association with a history of 116 years, and set up the mutual supervision mechanism with the participation of international accounting firm, legal organization, international audit agency, committee of experts, etc, with domestic management, to explore a wealth distribution way of helping the development of China's social public service and turn the foundation into a supreme public service organization with the highest sincerity of China.
The preparatory group has already committed the audit agency to carry on auditing to the financial affairs during the preparation, and prepare to set up a transparent account at its website (www. see. org. Cn), to make each income and expenditure clears per sum.
It is reported that the Italian government has already expressed substantive support to the action of the Chinese entrepreneurs, and 1000 ten thousand Eurodollar will be invested at the first stage. It will cooperate together with the association and local government and participate in the action of Alxa sandstorm control.
