On the morning of June 5, nearly a hundred Chinese entrepreneurs held the second session of the first council of " Alxa SEE Ecological Association " in the round meeting room by the side of Alxa moon lake, to elect SEE Executive Council members and SEE Supervisory Committee members. After the election results were made known, Liu Xiaoguang, SEE Chairman and board chairman of Beijing Capital Group, formally announced the establishment of Alxa SEE Ecological Association and SEE Foundation, and read out the Alxa Statement. Then leaders and guests present at the conference made speeches on issues of SEE establishment and environmental problems in China. The following is the report sent form the scene:
Host: After the lively election, I believe everybody here is as happy as me to participate in this conference. Especially in the desert, in the sunny morning with the brightness of flowers and birdsongs, everybody is surely looking forward to today's grand meeting.
Good morning, ladies and gentleman! I am Gao Wenning from Singapore YaoHeng consulting firm. Today is the 5th of June, the World Environment Day, at this time every year, people in all countries perform various activities to call for environment protection. The establishment of Alxa SEE Ecological Association and SEE Ecological Foundation initiated by Chinese entrepreneurs in this meaningful day is a historical step made by entrepreneurs who jointly work on environment protection.
In face of ecological crisis in China, this environmental protection activity initiated by entrepreneurs has received high concerns and recognition from the government and all walks of society. Today we would like to express our hearty thanks to friends who have come from far away to participate in the conference.
Hereinafter, I will respectively introduce honored guests participating in the conference and entrepreneurs who have initiated this association. Leaders from central or local government are Mao Rubo, director of the People’s Environmental Fund Committee; Yu Dehui, vice-chairman of the Inner Mongolia Autonomous Region government; Liu Xuejun, vice-mayor of YinChuan government; Han Jun, minister of the rural department of Development Research Center of the State Council; Wan XinJian, vice-director of Sand Control Bureau of State Forestry Bureau; Pan Shuda, engineer in Beijing Environmental Protection Agency; Ulan Bartal in Inner Mongolia Autonomous Region government; Chen Qingzhen, secretary-general of China Entrepreneur Association. Liu XiaoGuang: Good morning everyone, I have two points to say. First I seriously announce the establishment of Alxa SEE Ecological Association. Now I’ll read out the Statement.
Why do we entrepreneurs come to Alxa Desert from all corners of the country, and why do we initiate Alxa Ecological Association and establish SEE Ecological Foundation to take part in sandstorm control? Because we have hopes and dreams in our hearts. We have a dream that China will become more and more prosperous, with its people getting richer and richer. We have a dream that people of all countries will live in perfect harmony and friendliness. We have a dream that hills will get greener and waters clearer in the Divine Land where everything is thriving. We have a dream that people all over the world will get along well with each other in this beautiful global village. We still have a dream that we can come to the world of Great Harmony, where everyone has the opportunity to get his dreams realized. We will try our best to make our hopes and dreams come true step by step.
The process of China’s modernization makes China on the way of peaceful development, the economy continues to grow, the standard of living increases steadily and, the society is taking up on overall progress, the Chinese nation has entered a brand-new developing period. Reviewing the nation’s history of a century long suffering, we feel proud of our era and, cherish the chance of freedom and innovation and a peaceful environment for development that were given by history. We would like to deal the problems and difficulties that we encounter with constructive attitude and rational mind, resolve them one by one in the process of development. We realized that while the rapid grows of China economy, our unfriendly style of living, thinking and producing towards the nature has gradually destroy the natural environment that once suitable for us.
Many of the achievements we have made in the past set up on enormous environmental cost. Now we have to face the environmental pollution and ecological disruption in the whole country for it has already constituted a threat to the sustainable development of China economy. Air and water pollution, rivers and lakes exhaustion, emergence of big flood and droughts, decrease of woods area, sharp falling of bio-diversity, sandstorms have influenced the environment of enterprise management, the stability of the society and the existence foundation of Chinese nation. Anyone who has a few foresights and the least sense of responsibility has to include ecology crisis into his undertakings, consider the relationship of environment deterioration and his improper activity seriously. Natural environment is the foundation of humankind, if the natural environment was completely destroyed by us, all our dreams and hope will have nothing to rely on.
Now, while the environment worsens day by day, we have to ask ourselves one question that what we can do to improve the environmental quality. We send out a good will, donate some money and effort, aggregate our strength together, initiate Alxa SEE ecological association and establish SEE ecological foundation. We harness the sandstorm together, repay and improve the nature environment with the government and society.
China has a large population and rare resources, the environmental capacity is small, enterprises’ technology level is extremely low. The modernization of China will face the pressure of environment continuously. The combined pressure from economy and environment require entrepreneurs to consider enterprises’ development and environmental protection together, we have to look for the unity of economic grows and ecology protection. It require us to explore a new way of economic grows in China. New era, new problems and new values require us to exceed our own deficiency and limitation constantly, foster new values, new ideal and new personality, new behavior manner. We would like to open up such exploration with our own enthusiasm and practice; we hope more and more Chinese entrepreneurs will participate in such exploration and practice. Life is bitter and short; we must do some meaningful things for the descendant. As the first generation of entrepreneurs in modern China, the activity and thought in our life, whether it is good or bad, beautiful or ugly, will leave its trace in the history forever. We can’t leave an abominable economy and a corrupt ecological environment to the next generation. Because of such common understanding, we came to Alxa from different areas, different occupations and subscribe the declaration together. We make joint efforts for this declaration, work according to our ability, make great efforts to make Alxa SEE ecological association and ecological fund approved by the Chinese society and the world, develop it into a major public service organization in the harness of sandstorm in China.

Mao RuBo: Comrades, Entrepreneur friends, during the special World Environment Day, Alxa SEE ecological association that was funded by one hundred Chinese entrepreneurs declared its establishment at the bank of the beautiful Moon Lake. It is a positive practice and diligent exploration that Chinese entrepreneurs take part in environmental protection and economic social investment promotion. It has very strong meanings; it will exert a far-reaching influence. Here I represent the People’s Environmental Fund Committee to congratulate you on the establishment of the association.
Since the reform and opening-up, the economy of our country has been developed fast, the overall national strength has been strengthened notably, the living standards of the people have been improved obviously, all of these have established a rich material foundation for building up a comprehensive well-off society. But we can’t hide that the environment of our country is getting worse, and we haven’t get it under control. It results from our insufficient understanding of natural law and attention was only paid to the economic growth for a long time in the past. In face of the severe ecological environment, the Party and the government has paid great attention and put the environmental protection work in the outstanding position. Our country spoke of environmental protection and confirmed it as a fundamental state policy in the 1980’s, and we also confirmed the sustainable development strategy to be our country’s modernization strategy in the 1990’s. These have offered important goal for ecology and environmental protection and, at the same time, the environment legal system gradually work up, the public awareness of environmental protection has been improved step by step, the strength of environmental protection has been increased, the ecological environment of some cities have been ameliorated, the pace of ecological protection and construction has been accelerated, all of these provided us with a opportunity and condition that we have never met before.
In the new century, according to new situation, the Party proposed the goal of constructing a comprehensive well-off society on the 16th National Congress; it is a keystone of the first 20 years plan in this century. In the 16th National Congress report, the amelioration of sustainable development ability, the improvement of ecological environment, the elevation of resources utilization efficiency are the main points of construct a comprehensive well-off society. The report also pointed out that we should promote the whole society to go on a way of production increases, life is rich and civilization is nice.
In fact we placed spiritual civilization, material progress construction and political civilization on important position. Recently, the central authorities proposed the scientific development view of comprehensive and sustainable development, demanded to realize the harmonious of human and natural development, these indicated the Party and government has paid more attention to the protection of environment. Practice tells us that environment protection is an undertaking of the whole population, it needs the participation and support of the whole population, of course, it needs the efforts of entrepreneurs.
In the past few decades, enterprises played a very important role in our country's industrialization and modernized, made enormous contribution for the social economic development. However, we also have to realize that, because of the uncivilized production manner and unscientific management style of some enterprises, resources were wasted and environment was destroyed. So, conscientious participation in ecology protection and positively carry out the national ecological protection law, policy and system by entrepreneurs is an extremely important aspect of solving the environmental problem in our country.
Hundred of entrepreneurs initiated the Alxa SEE ecological association and went further to set up the ecological fund, this is the first time that Chinese entrepreneur work together to initiate and establish environmental protection organization. These activities have very important meanings in encouraging the Chinese business circles to participate in ecological and environmental protection, promoting the development of ecological protection in our country, promoting our country to build a comprehensive well-off society, realizing the harmonious of economic and social sustainable development.
I believe that through the joint efforts of entrepreneurs and with the energetic support from related departments, the goal and aim of Alxa SEE ecological association can unquestionably be realized.

Tao Ke: Dear leaders, honored guests, ladies and gentlemen, During the times the Alxa people of all nationalities studying the Third Plenary Session of the 16th Party Central Committee, carrying out the scientific development view, devoting to exploit the western regions, throwing themselves to construct a rich alliance and build a comprehensive well-off society, the Alxa SEE ecological association that initiated by one hundred Chinese famous entrepreneurs declared its establishment by the side of the Moon Lake in Tenggeli Desert. This is a good and significance event that will exert important role in Alxa ecology protection and harnessing, and should be congratulated by all of us. As to this, I express the warmest congratulation to the establishment of the association on the behalf of central Alxa League and people of all nationalities in the alliance. To director Mao RuBo, President Yang Jing, vice-president Yu DeHui, leaders of the State Department, entrepreneurs, news medias and all the guests that participate in the conference, I express my warm welcome and hearty thanks.
The region of Alxa League is extensive and the resources are abundant. Here has been a pasture with plenty of water and lush grass since ancient times, since the 1980s, our environment worsens day by day, it brings enormous losses to Alxa, influences the economic social development seriously and threatens the lives of urban and rural residents. The ecological problems of Alxa not only influence the environment and development of this region, but also the ecology of the Northwest and even the whole of China. In order to improve the ecological environment of Alxa, the whole alliance carried on untiring efforts and positive striving for many years. The drought of Junyanhai influences Zhongnanhai. Now we have implemented a large number of important projects. The degradation of mix grassland has slowed down to some extent and environment deterioration of the alliance has been kept within limit.
In this crucial moment of improve Alxa ecological environment, one hundred entrepreneurs of China bravely provoked the responsibility of ecology controls, initiated the Alxa SEE ecological association and established the ecological foundation, released ‘Alxa declaration’ with historical significance.
Today, Every leaders, entrepreneurs and honored guests gather together at Alxa, discussing the issue of ALS ecological environment, it is a new milestone in Alxa ecological environment protection, indicate the ecological environment protection in Alxa entered a new stage. It will surely activate the sustainable development of Alxa, produce far-reaching influence on the ecological environment improvement in Alxa and the western area, arose more and more knowledgeable people to engage in the harnessing of the ecology in Alxa and protect our home, protect the harmonious of human and nature.

Gong JiaDong: Ladies and gentlemen, entrusted by the experts committee, I’ll simply introduce the ecological environment in Alxa area.
Alxa League lies to the west of Helan Mountain; it is the key area of the ecological fragile district to the north of Qilian Mountains. In 1980s, the ecosystem of Alxa degenerated, they are mainly drought, shrink of oasis, degradation of vegetation, reduction of bio-diversity, aggravation of desertification and the frequently occurred sandstorms, the degeneration of ecology makes Ejina river, the oasis and Helan mountain lose the ecological protective function, Alxa became the heaviest sandstorm birthplace in our country. The Eastern air base, Hexi Corridor and its peripheral economic zone, and ecological security in North China are under serious threaten. A large amount of sand blown by the wind invades the Yellow River, makes the riverbed drives up. The reason for ecology degradation is the rising temperature. In 1950s and 1970s, the ecological environment is extremely fragile, and in such condition, the population increased rapidly, human activities accelerated, and due to more pasture on desert grassland, especially the combination of natural factors and humane factors, the destroy of ecosystem was enlarged and aggravated, it damaged Alxa ecological environment seriously.
In face of such a condition, are there any hope for Alxa ecology, we say it is hopeful. We’ll prove that from four respects:
First, Alxa has unique natural resources. Alxa area has a small population and a large area; its nature resources are abundant. Meanwhile, the asperity of natural environment has brought up some species with extremely strong resistance, so if rational protection and artificial measure were carried out, these natural vegetation can gradually grow up and play its ecological function.
Second, carry out the ecological administration with limited goals. With the aim of control its ecological environment degradation and its harm to the surrounding areas, we do not need to plant a lot of trees and vegetations around Alxa, neither a great deal of input to the desert. What we should do is just move the population of animal husbandry out, set up ecological depopulated zone, and then the natural repair can play a role in protection. Therefore, the area in Alxa that needs managing is only tens of thousands square km.
Third, The relatively abundant water resources in Alxa can meet the needs during the reconstruction.
Fourth, adopt an ecological administration mechanism that has the Alxa characteristics. The protection of natural forests in Helan Mountain and the harness of the desert edge have made some achievement. We have insisted on sowing by airplane since 1981, it gave birth to some greenbelts, the rain making also played a very big role and reached the anticipated result. The protection that cooperated with downstream Enaji state has made some breakthroughs. Plant Suo trees artificially have been mastered by masses of people. That has both ecological and economical benefit. With the implementation of the explore strategy to the western areas, with reasonable investment and effort, the ecology of Alxa can be surely protected.
The overall thinking of Alxa ecological administration can be summarize as shifting, protection and construction. That is through the construction of high-standard ecological oasis and cities, attract peasants and herdsmen to control desertification, and execute the development strategy thoroughly, replace sands retreat with human retreat. We can centralize herdsmen to the relatively better areas.
Treating the desert kindly, treating the Gobi desert kindly, we should set up ecological depopulated zones, strengthen the protection and construction of water resource, develop high efficiency agriculture by improve the use of water. The shifted peasant mainly engaged in sand or grass industry. Shift of peasants is the core, fragile ecological environmental protection is the goal, and construction of oasis and cities is the focal point. According to the above-mentioned thinking, take corresponding measure, through the efforts of five to eight years, Alxa ecosystem will exert its function, the destruction of ecological environment will be under control and the frequency of sandstorms will be reduced.
Finally, I represent the experts committee to express congratulation on the establishment of Alxa SEE ecological association, meanwhile, I also say on the behalf of Committee of Experts, that we will work in line with openness, justice, fairness and rational principle, undertake the mission of decision-making consulting conscientiously, thank you.

Han Jun: Good morning, everyone! Very glad to participate in today's conference. Our Development Research Center of the State Council has carried out a large amount of investigations on the issue of grassland ecology. According to our investigations, the ecological deterioration of grassland is very severe. The number of herdsmen that really makes a living by grazing is 4 to 5 million, their income is about 12 billion per year, but the economic lose from grassland ecological degradation is 50 to 60 billion per year. That is to say the administration of grassland ecology faces a problem, the herdsmen need to make a living, the country need to protect the ecology, it is a contradiction between livelihood and ecology. Under the present situation, in order to guarantee the livelihood of herdsmen, we must destroy the ecology; otherwise if we want to harness the ecology, it will probably sacrifice their livelihood. So, the relationship between ecology and livelihood has been a kind of vicious circle since the 1980s. Can we break such malignant circulation? We made a large amount of investigations and inquiries. I investigated in Alxa this January and found some successful little demonstration projects, such as meadow rail. For example, the herdsmen inside Helan Mountain were moved out, they are contracted to sowing by airplane with a lot of money per 0.067 hectares. Everybody can image that the grass there is so tall. There is a very good method in Alxa. In the past, the herdsmen had to herd their sheep, the children had to go to school and herd the sheep. The herdsmen's children cannot walk out of the grassland. There are 15 villages and towns in Alxa, each of them had a school in the past, now all the schools have been moved to the alliance. So, the herdsmen's children go to the town, unwilling to herd any more, their children are fewer too, and many of them obtained employments in cities. We have about 200 children who studied in the town now, if they went back to the pasture, their impact on ecology is inestimable. So, one of our research conclusion is that the administration of grassland ecology relays on natural recovery and human efforts. It is extraordinary difficult for us to harness it artificially, but it is very easy for the nature. Our expert has told this just now, and I quite agree with his viewpoint. The grassland ecological problems in China, especially in the Northwest, are very severe. The government had some projects in the past two years, but the work was limited, it is not enough to rely on the government’s efforts only. So, it is very good that the enterprises run by the local people can establish the association and ecological funds. There are a great many of associations in China, but very few ecological associations, and this is also the first ecological association that is lead by local people run enterprises. We have a lot of foundations, much of them are commercial, but this foundation is for public benefit. The most import thing for public beneficial funds is to support public beneficial projects, but they must be small projects. The public beneficial funds cannot invest like the government. World Bank also does some projects. They turn small projects into great projects. Some projects should be supported and it is the success of the funds. The most important thing lies in finding some commercially sustainable small projects that should be supported. Support should play a role in demonstrating.
One hundred people in China established a fund, it seems that the money is not abundance. I don’t think the importance lies in the amount of money, 100 entrepreneurs, though many of them have large enterprises, the strength of the fund remains to be slender. But the government should support this kind of activities, the whole society should also pay close attention to them. I am very glad that a lot of media friends came here today, I hope the media to propaganda these funds and associations in full sail. We should form a kind of common understanding in the whole society that the improvement of Chinese ecological environment needs all of us work together. The enterprise run by the local people is a strength that can't be ignored. Thank you!
Host: Thank minister Han. The general chief of State Forestry Bureau was expected to attend today’s conference, but because of other works, so, please Wan Xinjian, deputy director of sand control office to give us a speech.
Wang XinJian: Good morning, respected leaders, comrades and friends! On the coming of the World Sands Control Day June 17th, one hundred enterprises established SEE ecological association, this is a significant event for the whole national’s sands control, I congratulate on the establishment of this association.
Our country is one of the world’s most seriously desertificated countries. The situation is very severe. The desertificated land area in our country has reached 1,740,000 square km, it account for 18 percents of the whole country, and 3,446 more every year. This trend has not been effective turned back at present.
Desertification has already become a serious problem to the Chinese nation. The Party and government paid extraordinary attentions to it and took a series of powerful measures. There are several respects, one is the projects, key projects, there are two major projects special for sands protection and control in the whole country, the first is the Beijing-Tianjin shelter belt, the second is the shelter belts in three northern areas of China. All for defending and controlling sands. Since June of 2000, the government has spent 7,58 billion on Beijing-Tianjing shelterbelts, about 2 billion a year. There are three northern areas of China in addition; they are the shelter forest projects in the Northeast, the Northwest and the North of China. The input per year is about 5 to 6 billion. This is a project guarantee.
The second guarantee is the policy. State Council released some regulations in 1991, especially on June 25 last year, the central authorities released a file in File No. 9, referred to sands defending and control, and speed up of these activities specially.
Third, for legal construction, our country is a contracting party to prevent desertification too. Among 197 contracting parties, China is the only country that has laws for sand defending and control. So, this law is a good guarantee.
Fourth, for our scientific and technical innovation, we have more than 100 successful measures for sands defending.
The fifth, we have a sand defending and control plan. It provided us with a goal and a measure and a strategy in the future.
The sixth, we have set up a whole set of measuring mechanism in the sand districts across the country. We will know where the desertification has been controlled or where it expanded.
Through a series of powerful measures, we have achieved great success in desertification control. I do not talk of this particularly due to the time. However, the general secretary of International Desertificated Convention once said, among 197 national contracting parties, China did the best in dealing with desertification. On the 8th World Desertification Day, the United Nations Anti-desertification Organizing awarded the only anti-desertification award to China. This year is the tenth anniversary of Desertification Day. For the next step, first, our State Forestry Bureau has a thought. It is around the focus of constructing a comprehensive well-off society. We’ll resume and improve the ecological bearing capacity in sand districts in an all-round way. The second is two major systems, one is the ecosystem, and the other is the industry system. The third is a three steps strategy. We hope that the desertification has been tentatively controlled by 2010, about half of desertification land has been harnessed and the ecology of sand district has been greatly improvement by2020, all desertificated land is basically under control by 2050, a steady ecosystem and a high-efficient anti-sands system have been established by the time, the ecological environment of sand districts has been improved notably, the social and economy have tremendous development. According to the spirit of central authorities’ files, in the light of helping to arouse the enthusiasm of society, helping to quicken the steps of defending and controlling sands, we are making policies that meeting the market economic system. These policies will give the anti-sands project fund support, taxation preferential, land utilization, talent utilization and protect the legitimate rights and interests of the persons who defend sands. We hope to increase and maintain people’s enthusiasm in defending desertification by consummate the policy, so as to step up in the process of harness desertification.
Alxa is an area that was seriously desertificated in our country. The initiation of Alxa SEE ecological association will play an enormous role in accelerating the harnessing of desertification, improving local ecological environment and promoting local economic development in Alxa area.
As a responsible institution for national sands control and ecological construction, the State Forestry Bureau will positively support Alxa SEE ecological association’s work through training, demonstration and such public service ways, helping the ecological fragile areas to get on the road of sustainable development.
Local forest department and our Alxa forestry bureau will work hard to provide good services in the aspect of planning, technology and so on.

Wan XuSheng: Ladies and gentlemen, I am very lucky and glad to have an opportunity to come to the beautiful Alxa moon lake and attend Alxa SEE ecological association and foundation preparing conference, I am a visitor to the morning’s election, it reflect the democratic atmosphere and the promoter's enthusiastic participation, I was deeply encouraged by that. I would like to represent the American nature association to congratulate the establishment of Alxa SEE ecological association, express our compliments to the promoters and entrepreneurs.
As many people know, if we open a dictionary and check up, the English word ‘See’ not merely means ‘hold in view’, but also means ‘understanding’. Today, the SEE that is composed of social entrepreneurs has a new deep meaning. It reveals that Chinese entrepreneurs have realized the importance and urgency of ecological environment protection. The ecological association that was proposed and initiated by more than 100 entrepreneurs is still the first one in the history of Chinese environmental protection. It is a great encouragement and spur for our ecological environmental protection workers.
A good beginning is the half of success. We hope and believe that Alxa SEE ecological association and foundation that will be set up soon will carry on their work under the instruction of scientific principle and according to the open, justness, equity guideline, accepting extensive supervision and cooperation, and striving for support from the government and from domestic or international organizations. At the same time, they should get positive participations from society and, set up a high-quality management team with conscientious, enthusiasm and the spirit of devotion.
US Nature Protection association has more than 50 years’ experience in ecological protection. We will provide SEE ecological association with some necessary assistance and cooperation according to our method and technology that was used in our past work and was proved to be useful. We will talk about cooperate in the field of bio-diversity, too.
We believe that the nongovernmental ecological organizations will become the core forces in China’s ecological protection with the growth of the association and foundation and the joining of more social forces. Wish the conference to achieve complete success, thanks!

Very glad to have the chance to come to the beautiful Moon lake in Alxa and inquire the problems of harness the desert that concerned with the sustainable development of human beings with so many entrepreneurs from all over the country. Both Ningxia and Inner Mongol belong to minority areas. Alxa League and Yinchuan are neighbors; they have been connected with each other since long ago. Trading is going on. The socio-economic development of Yinchuan can’t go with out the support of Alxa people, and the changes in Alxa League also received extensive concerns from the Yinchuan people. These include not only the economy and culture, but also the ecological improvement.
Today, so many famous entrepreneurs gather up to the Alxa Moon lake, holding a conference for Alxa SEE ecological association’s establishment and SEE foundation’s preparing, inquiring into the issue of carry on high-efficiency environmental protection cooperation under equality, open, democratic principle in the form of NGO by Chinese enterprises. It is affirmed to say, your behavior is admiring, your courage is respectable and your undertaking is supreme.
Sands defending and harnessing can improve the human living conditions. It is a job that can be done in the contemporary generation, but its profit can last for thousands of years. It is also our common responsibility. Yinchuan city in Ningxia always regards sands defending and control as an important task in improving the ecological environment, stresses this job as an important job for a long time. I believe that your participation in the project that concerns our descendants will make it more effective and more fruitful.
Finally, I represent the municipal Party committee of Yinchuan and the municipal government to seriously promise that we will support all the activities of Alxa SEE ecological association actively and try our best to provide your programs with convenience. Dear honored guests, ladies and gentleman, today, by the lake of the Moon Lake; one hundred Chinese entrepreneurs initiated and established the Alxa SEE ecological association with the aim of promoting the ecology harnessing. I believe that the establishment of the ecological association will have a far-reaching influence on the improving of the ecological environment in this area, and even the ecological environment in the whole China north areas. I represent the governments of Inner Mongolia Autonomous Region, the Party Committee and 23 million people in Inner Mongolia to warmly congratulate the establishment of Alxa SEE ecological association, express hearty thanks to entrepreneurs who are enthusiastic in public service, meanwhile, welcome Mao Rubo, director of the People’s Environmental fund committee and represents from US Environmental Protection association.
Environmental protection is a fundamental state policy of our country, and an important insurance of implementing the scientific development view. With the acceleration of industrialization and urbanization in our country, the construction and protection of ecological environment became a great strategic issue that the whole society should pay close attention to. Inner Mongol is an important ecological protective screen in the north of China. It is not only the inherent needs of protect the ecological environment in Inner Mongol, but also the needs of protect the ecological safety in Beijing and three northern areas in China to safeguard the ecology in Inner Mongol.
Under the energetic support from the Central Party Committee and the State Council for a long time, all previous governments of Inner Mongolia Autonomous Region Party Committee paid close attention to ecological construction and protection, especially in recent years, we carried out some ecological construction project. We started eight key projects successively, such as returning land for farming to forestry and grass. ￥13 billion has been invested by the end of last year, more than 90 percents flag counties were covered. The forest coverage has been increased from 13 percents in 1997 to 17.5 percents at present. We have achieved great success in ecological protection.
However, the trend of ecology worsens has not been turned back ultimately, and the situation is still very severe. Alxa is the main birthplace of sandstorm in northern China and an important area of ecological construction in Inner Mongol. Strengthen the protection of Alxa ecological environment has a key function to the ecology of the North. It reflects the foresight and determination of the hundred entrepreneurs that they take Alxa as the starting point for ecological harnessing; we appreciate and admire the activity a lot.
The establishment of Alxa SEE ecological association and the issuing of Alxa declaration fully reflected the contemporary entrepreneurs’ attitude of paying close attention to the ecology, paying close attention to the social and the improvement of ecology. This is public service, and long-term basic work that needs the joint efforts of the whole society. We believe that with the leadership of the State Council and the Central Party Committee, with the support and help from international organization and relevant national ministries and commissions, especially with the driven of your entrepreneurs, the governments at all levels and the people of all nationalities in Inner Mongol will engage in ecological construction with greater enthusiasm. Let us hand in hand, promote our friendship to reconstruct the ecological environment and build a beautiful world with blue water and green hills.
